TQD22200 69 amps on line side 111 on load side

Ran across a situation today where I had 69 amp on the line side of this breaker and 111amps on the load side of the breaker. Never have seen anything like this. Is breaker going bad?
 
I would think this is a meter issue, I don't see how that would be possible without the breaker melting down pretty quickly.
 
I used two different amp meters same out come. I have picture of meters with amp draw. Can't get them in the same pic because of the way they are clamped.

It is an interesting question for sure and hopefully one that more experienced folks then myself can answer.

With my limited experience I can't see how it can be anything other than a meter issue or meter use issue. :?

This is post is like ( breakers going off by them selves ) the op said he was master electrician the first thing is check the voltage drop across the breaker he should know this. this is another BULL #@*+^% post.
 
If that much current was going places it shouldn't something would be melting.
Well, there's the rub. He says the load side is higher than the line side. So the extra current isn't "going" somewhere; It is "coming" from somewhere. (yeah, I know, semantics).

My guess is that something on the line side is preventing the clamp-on from fully closing. This will result in less current being detected than actually exists.
 
This is a double pole breaker. Are both poles on the line side 69A, and both poles on the load side 111A? If you measured just one pole, sometimes these breakers cross the wires inside so the left LINE pole comes on the right on the LOAD side. Don't assume they run straight left to left and right to right.

What voltage is it. 3 phase or single phase what type of service is it fed from. how big is the wire. what does it run.what is the FLC of the load. did you check the voltage at the breaker from line to load. how many amps is the breaker?
