Would TR receptacles be required in a dorm room that has a kitchen area, ie: a bedroom, bathroom, living room and permanent cooking provisions, making it a dwelling place? I would say yes, and also arc fault requirements.

From recollection there isn't any AFCI or TR requirements back then specifically targeted at dorm rooms.

That said if the space does meet the definition of a dwelling unit - then the dwelling requirements related for AFCI and TR will kick in anyway.
