Tracing out cuts

So have an existing 15’x15’ room that we are renovating . We had to trace ckts out originally . They gave us a change order to add two additional rectangles to the to the room before we started any demo/ install. I charged them for additional time to trace because of the two additional receptacles but they are saying there’s no additional tracing time due to two added receptacles . Thoughts

You have already charged for tracing the existing circuits.
Are the new receptacles being installed on those circuits?
If Yes, than no additional charge.
