track lighting and current limiters

Assume LED track heads. We can put as much track as we want on a circuit. The problem is the feeder size (and the energy code).
1. If current limiters are circuit breakers can a regular 20A-1P circuit breaker in a panelboard be a current limiter?
2. If track manufacturer's current limiters is used (at the track connection), can a dimmer switch be installed (and operate) on the line side of the current limiter?
 
To answer my own question #1:
Circuit breakers are specifically mentioned in the energy code (IEC).
NEC - rating of the "device used to limit the current" which I suppose can be a branch circuit breaker.

I'm still curious about question #2.

around here, on the left coast, current limiters are used at the track connection point,
unless a dedicated panel is used instead.

i've seen various sorts of dimming used ahead of the current limiter.
