Track Lighting Circuiting

I am have a problem circuiting track lighting for a restaurant for which I am the engineer designing the circuiting. The problem is with respect to the energy code limitations. I know there are current limiters that can be installed in tracks to limit load but we have so many sections of track that even the current limiters don't help me even if I put a 1 amp current limiter on each section of track. I am working off a prototype for this particular restaurant chain so they laid out the track, not me. And it is all pendant mounted track. My question: Can I install a current limiter on one section of track that feeds a separate section track? If I daisy chain some of the track sections so that the current is limited on those sections, it would decrease the calculated energy load quite a bit.

Other suggestions would be appreciated. I tried connecting as many sections of track as possible to a single circuit breaker. I tried specifying 15 amp instead of 20 amp circuit breakers in the panel. Are there 10 amp circuit breakers available for a commercial grade panel?

Anytime I have done current limiters they where mounted at the panel and limited current to entire circuits at a time.
 
When I think of current limiters in a panel I think of short-circuit current limiting breakers. If I could get circuit breakers sized 2,3,5, etc., amps I could solve my problem. What other type of current limiters could I install in a panel?
 
They make current limiter panels where you can select the sizes of current limiters you need. For example:

I don't have a lot of experience with current limiter panels, and I have no affiliation with Lighting Control & Design. That's just the last one we specified, so it's fresh in my mind. The reps from the major lighting manufacturer's often have pretty good information/recommendations about which current limiter panel to use.
 
If I could get a 10 amp circuit breaker for the panel it would solve my problem. I can specify a current limiter, a small breaker, that fits on the feed end of the track. If I could show the current limiter on one section of track and feed additional sections of track with it, that would also solve my problem. Not a great solution but one none-the-less. The current limiting panel might be a good idea. Might consider it.
