In my area, only a few contractors bid TS installs. Its specialized work, and is driven mainly by municipal or state specs, which can be quite different from the NEC. One of you biggest challanges is where to buy the TS head, poles, etc.
I would only suggest caution before you bid.

same here as tom baker mentioned.

we only have one contractor in my town that does these. it can take up to 12 months to get paid by DOT; usually they do the work then DOT puts it in the next years budget.

Check to see if you have all the certifications. There is a new National certification for traffic signal installation. (Level 1 and 2) Plus you have to have traffic control certification on top of that. Both test cost you $500 each.

As far as the bidding goes. Usually there is one vendor for all the material. They put together a package deal. (Cable, Guy Wire, Poles, controller ect.) They normally don't give their price out till the day of the bid opening.

All you should have to price is the labor, concrete asphault cutting and what not.
