Traffic Signal electrical service

We have a new traffic signal being installed for the city of Newport News and there appear to be some grounding issues:
1. the signal pole has GEC from steel pole on a concrete foundation to a driven ground rod(10') below grade.

2 the signal elec service on said pole has a seperate GEC to 40' of ground rod in a junction box with an agmented rod 10' away.

3. on top of said pole is a luminaire with with the cables splicing into a seperate junction box where a ground rod (10') is also driven and the EGC from lum. is attached to it and continues thru a conduit system back to a seperate electrical service 300' away.

The ground rods for the steel pole GEC and the elec service ground rod GEC will be connected at base of pole and continue to signal elec. service panel (main).
The luminaire ground rod GEC is not connected to the other GEC as it is coming from a completely seperate service.

The ground rods for the signal sevice , the steel pole and thelum. are within 4 to 5 feet of each other with the exception of the augmented rod which is 10' from all ground rods.

I am told by inspectors that all ground rods must be a minnimum of 10' from each other with no logical explanation.
Art.256-56 states no less than 6'.
Keep in mind each ground rod serves a seperate purpose.

The set up I currently explained, I feel, is acceptable.

Any feed back would be appreciated.

These sound like supplementary ground rods and likely not required at all. Therefore this is a design issue not a code issue. The 6' spacing rule doesn't apply.
