This is not a NEC issue. But to answer your question the proper way to bond the traffic light is with a properly sized EGC ran with the phase conductors is the safest way to do it.

There have been many people killed by traffic and light poles where only a earth ground was used.

It does not matter if its a traffic signal or building. Follow the rules in Art 250.
Install a grounding electrode system, a concrete encased grounding electrode per 250.51(A)(3) works well.
Bond all metal signal poles to a low impedance equipment bonding conductor back to the grounded conductor terminal bar at the service. Use high quality methods and materials, such as insulated copper and SS hardware.
Installing ground rods at metal poles is OK, but only if bonded to the pole and to the equipment grounding conductor, otherwise don't install the ground rods.
Keep in mind that IMSA 19-1 signal cable with its green conductor for the green lamp under the 2005 NEC (250.119) is now a code violation.
Keep in mind much of the confusion on traffic signal installations is from " the civil engineer drives the bus on traffic signal installations"
