trailer park lift stations?

Although this is not my area of expertise, I have a friend who owns a trailer park with 9 lift stations. All of the lift stations have a cord which comes from the pump out and simply plug in to a receptacle about 2 feet away from the concrete lid of the tank. The state hammered him pretty hard on this and he needs me to help him bring them up to code. Are these residential lift stations considered to be classified? I proposed he build a cynder block wall around them approx. 3 feet high and run cords from pump and floats through block wall and terminate in a W/P enclosure mounted on the exterior of the block wall. Would this be suitable?

This is the key question. Typically, residential systems are not classified; however that is only "typical" and local requlations can vary widely. [Edit add:] Including the fact that the local authorities may not consider the common facilities in a trailer park to be "residential."

It is reasonable to question which state/local regulations have been applied.
