tranformer spill containment

I have a 300KVA pad mount transformer. It is 2400V-480/277V. Mineral Oil. New.
It will sit 10'+ away from a commercial office building.
I do not believe I need to provide spill containment per NEC 450.27, but I am concerned about other codes- such as EPA which could call for containment.
For this size pad mount transformer, is spill containment usually necessary?
 
This is definitely not an NEC issue. You must check with your local authorities for the correct environmental codes to follow. In my state, factors to be considered include: gallons of fluid and distance from navigable waters
 
Definately an enviromental issue and not an NEC issue. In California a containment system is required.
 
Is mineral oil even an environmental contaminant?

Yes, in sufficient volume, according to the Wisconsin Department of Natural Resources. One of my customers just installed a containment pit around an existing transformer once their insurance company realized a leak would flow into the parking lot storm drains and then into a river (6 miles away).
