Can anyone tell me where(if at all) in the NEC and more importantly "why" do the specifications for most military construction say to use an "insulated" grounding conductor for the surge arresters and neutral, which is already bonded to the tank and another bare ground to bond the transformer. This is inside a pad mount transformer and both grounds are tied to the same ground grid (bare and 600V insulated). This is a typical Delta/Y 13200/7620, 480/277 system.
