Does anyone know why the new section in Article 701.5 (D) of the 2011 NEC only applys only to a solidly grounded wye ground fault and not a 3-phase delta system ground fault?

The article is 701.6(D). It could be that 250.21(B) requires ground dectectors be installed on ungrounded systems and the alarm associated with the ground dectection system would be the notification.

Thank you for your reply RUwired.

250.21(B) (2) is new in the 2011 code. I think that for the 2017 code, it might be practicle if a sentence was added in there when a transfer switch is used the ground detection sensing equipment shall be on the load side of the transfer switch also.
Just a thought. Maybe I'm thinking to hard, again.:)
