Transfer switch debacle

I’ve got a customer whose house / electrical set up is very much less than desirable for a generator install. I’ve been racking my brain on this for a little while now and every solution I come up with just isn’t the best. The panel boards have breakers in them that must be on generator, and there’s only 26” from the meter to the edge of the window. This rules out replacing the panel boards with load distribution switches, it also rules out installing a dual switch in their place because there’s no where to sub panel the current branch circuits. The meter I have no idea how it was passed the way it is. I can not put the switches anywhere at all to the left due to multiple AC units, then windows and doors.

The option I have which I absolutely do not like is installing a dual switch outside the wall to the right, (which is facing the road) and running all my wiring up over and down into the switch and coming back into the panels. This not only will be ugly to look at, but a pain. I don’t have anyone else to bounce ideas off on this site, so hoping someone can offer something I haven’t thought of. The panels are 150a each. Generators going in front of the AC units at least 3’ away

Can the disconnects or other equipment below the panelboards and meter be shifted or moved somewhere else to make room for a transfer switch? This might be an option if the existing equipment has a relatively minor amount of wiring and connections associated with it.
The resolution of the picture is somewhat low, and so it's hard to tell any details about what's there.
