Automatic transfer switch with 8 circuit breakers next to main panel, 60 amp feed with full size neutral to TS. Branch circuit hot wire spliced in main panel now go to TS circuit breakers, neutrals stay in main panel. Any code Article not allowing this installation?

The generator panels that come with a whip and the wires in it are like that, two wires for each circuit but only one ground wire and one neutral for all the circuits.
