Is there any reason I cannot build this service: poco meter base to 200A non fused service rated manual transfer switch to 200A main breaker distribution panel all mounted in a row at same location? I have a disagreement about the non fused switch but I think this is OK. Thanks.

Sounds normal to me. Only question is what is the disconnect -- the transfer switch or the breaker. Safest answer is the transfer switch so you split to 4 wires at that point.

Usually it's four conductors after the OCPD, not the disconnect.

I'm guessing the switch cabinet from 250.24(A)(5) as to where the grounded and grounding canductors separate.
