Transformer Access

My question from a previous post, last post stated transformers do not need to meet Art 110.26 for working space do to Art 450.13, if that is the case what is the minimum working space? Zero frontal space besides the air clearance for ventilation. 450.13 says does not need to be readily accessable, nothing of not needing work clearance. What say you?

If the 110.26(A) workspace does not apply, then the parent text applies and you need enough physical room to actually make the connections in the transformer.
