i will like to ask,

can the output voltage of a transformer be higher under load conditions than under no load conditions?

i think yes.... can anyone tell me the reasons?

and if the loads are inductive / resistive, the voltage values tend to be lower than under no load conditions

You're absolutely correct. It takes a certain amount of capacitive current through a given inductor to cause a voltage rise. Otherwise I think you'll get voltage drop.
