transformer conductors

Does the secondary conductors of a transfomer constitute a new "service" with regards to being in a raceway by themselves according to article 230.7? We are installing a 112kva transformer in an new electrical switchgear room that is going to feed a 400 amp lighting panel. The panel has a main breaker.
 
No. These are feeder conductors, not service conductors. Nothing on the load side of the main disconnecting means is a service conductor.
 
Take a look at 240.21(C) for overcurrent protection of transformer secondary conductors, they are treated more like tap conductors then feeders. Also a transformer is a separately derived system so take a look at 250.30 for the grounding requirements.
