Transformer feeders / Code violations?

I am in need of some quick code references- here is the situation: a 3000 kVA 4160 primary, 480/277 secondary, padmount oil filled transformer outside. It seems someone laid out the pad backwards! The primary is in 4" PVC,which is coming in under the low side compartment,and piped under the barrier to the high side. The secondary (10 parallel sets of 600 KCM in 4" PVC)are coming in under the high side compartment. I am guessing they just stub up, because the conductors are not in conduit when they cross below the barrier into the low side compartment. The secondary conductors are also laying in the dirt. Which code sections apply / violate?

Obviouslly is not in accordance with any manufacturer's installation instructions. (NEC 110.XXX), nor neat & workmanlike.
Without seeing it, I'm not sure how much of a safety concern it might be, but it could be a bad deal all around.
