Transformer firewalls?

This client installed several power oil filled transformers within approximately 8 feet of a prefab elect buildings without a fire wall. (Just a chain link fence)
NFPA 850 Recommends a two hour firewall for transformers over 500 gallons but I can’t find where it’s a requirement.

A lot depends on the type of oil being used

There are some mentions in NEC 450.21 - 450.48 but the applications are specific to where the transformer is and what kind of oil is being used.

Some insurance agencies require blast walls / fire walls around certain transformers.

Though if these are prefab buildings then it is probably not a big deal. The idea is to make sure the transformer oil fire can't destroy the facility or structural members faster than people can exit the building. In a prefab, I am guessing it is more or less spatially separated from stuff like that.
