Transformer grounding - primary & secondary

Is the primary of a transformer required to be grounded through an equipment grounding conductor if the secondary is grounded with a grounding electrode conductor and the secondary also has an EGC?
 
As mentioned ..... yes.

It is needed for there to be a path for short circuit current back to its source (via the N-G bond at the service) in the event a fault occurs in the transformer or downstream.
 
Ok, makes sense. A short circuit on the primary side of the transformer would need a continuous path to trip the breaker feeding the transformer.
