600 amp 480v service equip. feeding 480 to 208/120v trans.trans feeds 208/120v panel.Pri.feed contains 3 phase cond. and 1 equip.grounding cond.can EGC be used for GEC at trans and connected to neutral bar in service equip. using.250.30 A4 excep.to 1,2,and 3.would it matter if feeders were in pvc or metal as per250.118

You want to use the primary EGC for the secondary GEC, but you want to move the EGC to the neutral bar at the main service location? So really it's neutral of 480 to neutral of SDS 208/120. That's not going to fly,and it is dangerous. Is there no building steel for the GEC? That would be yuor best bet.
