Transformer indoor

Indoor transformer 480V to 208/120V 75kva has system bonding jumper in the transformer. Has supply side bonding jumper to the secondary panel. No grounding electrode connection at the transformer

The transformer secondary panel has grounding electrode connection to building steel.

Does NEC 2014 require grounding electrode connection where system bonding jumper is located for the indoor transformer?
