I have transformer provided with the switchboard cabinet 480v to 208/120V 30kva. Would the NEC 2017 section 250.30(a)(4) cover the grounding electrode and grounding electrode conductor size for the transformer or is this something not in Nec scope?

why would it not apply? It is a SDS that requires a GES. it is no different than an MCC or industrial control panel that has such a transformer.
 
Agree. NEC applies including 250.30 and, if applicable, the exception to (A)(4)
