Is it permissable to install a 75 KVA 480 to 208 Volt dry transformer in a boiler room as long as all clearances and ventilation requirements are met?

Yes. But look into the impact of the room's temperature on the rating of the transformer. If you can't keep it within the manufacturer's temperature limits, then you might not be able to get all 75 KVA out of it.

Charlie is right. Part of the specification of a transformer is its ambient temperature. If the ambient temperature inside the room is higher than specification and you use the transformer based on its rating, the life of the transformer will be faster.

The rule of thumb says that for every 10 degrees centigrade above the temp rise life of equipment is half.
