Would a transformer installed in a public access area be subject to 450.8(B)or(C).? Dry-type ,probably 75kva. This place in question has changed occupancies from a sheet metal shop to a workout facility. Service equipment and transformers in area where work out equipment has been set up. Thanks for opinions.

Every 75 Kva transformer I've seen had openings where something could get dropped in but does that meet the code wording of "accidental insertion of foreign objects"?
