Transformer NEMA TP-1 compliance

Does anyone have municipal (not spec required)requirements in there area to comply with the NEMA TP-1 Energy Star ratings for distribution transformers? Some equipment is listed as compliant, but I don't know of any area requiring them.
This NEMA rating assumes low power loading of transformers, and efficiencies at those low loads.

Starting in March all new transformers in California will need to meet these requirments. See this link http://www.acmepowerdist.com/stand.html
