Transformer pads

Just a simple question about transformer pads. I have seen them precast, and customer poured but I have never taken the time to find out who sets the standards. What or should I say who determines these standards? Do the manufacturers provide this information? Or is it simply the task of the engineers to provide an adequate footing based on weight?

In my area the utility will provide very specific specifications for both cast in place and precast pads.

Our POCO allows both cast in place and fiberglass depending on transformer weight and location.
