Transformer pass-through

Is it legal for conductors to pass through a transformer, to feed another transformer, if those conductors have nothing to do with the transformer they are passing through? They are just passing through for the transformer next to it.

There is nothing in the NEC that would prohibit passing conductors through a transformer into an adjacent transformer.
