I came a cross a transformer, that was installed many yeas back, Question, when did the rule for grounding and bounding the transformer to a grounding elector conductor, or the frame of the building, I am in a industrial factory,

Are you asking about an ungrounded system of about a grounded system without an grounding electrode conductor?

I'm asking about a grounded system were you grounding electrode conductor to a ground rod or the frame of the building

That has been required for a very long time, but my oldest code book is 1975, so I can't say when it started.
