We have a transformer on a piece of equipment that converts 480 to 120 volts for a computer and lighting circuit. The neutral wire in the receptical is not ground potential since it comes from the transformer. is this a correct installation and where in the nec does it show how it should be hooked up?

Are the 120 loads internal or external to the panel?

If the loads are external from the control panel housing the transformer, you have created branch circuits that are subject to standard rules of the NEC which would require bonding the neutral to ground.
