Transformer Secondary Conductors

A question for everyone:

Are the Conductors that leave the seconday side of a transformer:

a. Just as stated above considered secondary conductors
or service conductors because they recieve their supply
from a derived system.

or

b. are these considered Tap conductors??

There seems to be an ongoing debate on this topic on some different projects I have seen in the past, it would affect how you apply overcurrent protection on the seconday of the transformer? I have seen it installed both ways with no problems. is it wrong to consider these tap conductors??
 
They are transformer secondary conductors coverd by 240.21(C) and not tap conductors that are covered by 240.21(B). In some cases the rules are almost the same.
