Transformer secondary disconnect

Scenario:

Storage warehouse with the bottom of bar-joists 30 feet AFF. Transformer hung from bar joists near ceiling. Disconnect installed next to transformer for secondary conductor protection then feeds down steel column to panelboard mounted at 6 feet to top of panel AFF.

Question: Would the disconnect mounted next to the transformer be NEC compliant?

I'd say a violation of 404.8 although the few times I've seen that it did not register as a violation.
