Transformer secondary OCPD distance

I am wondering if there is a maximum distance you can go before setting a OCPD for the secondary conductors from a transformer. This is just a hypothectical situation. The transformer will be located inside of a commercial building (non industrial installation). The transformer will not be single phase 2 wire or a 3-phase delta-delta. The way I am reading the code is with the info given above you must have the secondary OCPD within 10ft or 25ft of the transformer. The reason I am so confused is that a fellow electrician swore up and down that you can any distance before you set your secondary OCPD.

You can go any distance if it is an outdoor transformer and the run is kept outside the building which could mean inside building in some cases.

Otherwise you have to hit OCP within 10'
