Transformer secondary -two panels okay?

I have read several posts here but am not clear about the options for hooking up two panelboards to one transformer secondary.
I have a 115.5kVA 120/208V secondary transformer and one 225A panel with 225A main breaker. I wanted a 400A panel with breaker, but did not get this. In the future I will want to add another panel, say another 225A.
Question: Can I double lug the transformer and hook up each panel with less than 10ft of 225A wire?

I'd say as long as the primary is protected per 450.3 for "primary protection only."

Otherwise, if the primary is protected for per 450.3 for "primary and secondary protection," you could add a second panel with a 175A (or smaller) main breaker.
 
Got it thanks, 312 secondary amps x 125% = 225A plus 175A breakers.
Now all I need is to confirm that we have space in the transformer to add double lugs.
