Transformer secondary X2 ground location

We have an industrial control transformer located inside an industrial control panel.

When grounding the secondary X2 connection on the industrial control transformer should the ground wire be fastened close to the transformer (such as tapping a hole on the sub-panel) or should the transformer ground wire be attached 2 feet away to the main equipment ground buss?

I always make the connection at the equipmnet ground buss. I do not like to rely on the enclosure backpanel as part of my grounding path.
