Transformer vault at basement

In light of 450.41, can I locate transformer vault at basement? Taking into account the vault already has near by access door to building outside.

What KVA? Dry or oil? Existing building, or from plans for new? Voltage? What about 450.41 in particular?

Yes, it may be permissible.

#3 transformers each 2000kva, dry type, new building, no direct opening to outside.

450.41 Location. Vaults shall be located where they can be
ventilated to the outside air without using flues or ducts
wherever such an arrangement is practicable.

So, someone needs to decide if it is practicable to get outside air without flues or ducts. I have seen it done in basements, but usually with dedicated ventilation fans and systems.
