Transformer wiring, grounded electrode.

When wiring a transformer (separetly derived system), does the grounding electrode go directly from building steel to the xo? The local AHJ presented me with a diagram that had all grounds and bonds terminated on a block attatched to the frame of the transformer, which then had a jumper to the xo. I was curious if there was any electrical difference between going to this block or directly to the xo.
 
250.30(A)(5) requires a direct connection of the grounding electrode conductor to the grounded conductor, but Exception #1 permits the installation the you are talking about.
 
To expand on Don's comment you would need to use a common terminal/block/bar to do it that way. Separate lugs to the case of the transformer for each conductor is not code compliant. And although the inspector provided you with a diagram you are not required by the NEC to do it that way. The GEC could go directly to the X0.
