On a 480 volt delta to 120/208 volt wye transfromer, should there be a neutral conection to the XO terminal from the line Side (480 volt) this transformer feeds a lighting dimmer panel with all 120 volt loads

While you don't bring a neutral conductor with the primary feeder and land it on XO, you do have an electrical connection between the primary system neutral and XO via the EGCs of the two systems.
