I have low voltage transformer 120V to 12V for automatic toilet and urinals. Engineer says on plans its not separately derived but does not give xfmr model number or manufacturer

Questions:

1. Is their anywhere in NEC 2017 that says secondary has to have equipment grounding conductor extended?

2. Where would their be grounding and bonding for such transformer?

Without a model or manufacturer you are shooting in the dark but the ones I have seen are similar to doorbell transformers and either plug in or or mounted to a plate. (examples below)
