We are install 277480v generator with 400a ATS The generator requires 2-120v circuit circuits. We want to install transformer with a small load center for circuits. Can we tap wire off load side of service to primary side Transformer with small panel on secondary? Would I need to use the 10' tap rule on primary?
 
If you connect to the load side of the primary OCP device you would need to use the appropriate tap rule (likely the 10') and provide transformer protection as specified in 450.3.
The "glitch" may come from the lugs not being rated for the two conductors and?o their size.

Yes sir. The ATS has spare lugs on bus we can use to tap. The problem is the wire will be smaller than lug opening.
 
10 ft tap rule would require 10% or 40 amps. Will the lug not accept a #8 ? (If not, can you change lugs?)
