Its my understanding that you never bring a neutral conductor to the primary of a wye transformer. Is this always the case? Does this also apply to delta?

You generally don't bring a neutral to the primary wye of a wye:delta transformer. These are often delta:wye transformers used in reverse. The transformer in a wye:delta transformer derives a low impedance neutral that will try to 'fight' the system supply neutral.

You generally must bring a neutral to the primary wye of a wye:wye transformer. These are rare.

Sometimes a utility might require a neutral brought to the primary of a transformer for 'effective grounding'. In this case the utility is taking advantage of the derived low impedance neutral.
