If you have 200volts in the primary and 10volts and 10amps in the secondary what is the amps in the primary ? Is answer .5amps

Yes it is. If you step down the voltage by a factor of 20 (from 200 to 10), you will step up the current by the same factor of 20. So a 10 amp secondary current will have resulted from a 0.5 amp (10/20) primary current.
