Transformers located in HVAC Rooms (Plenums)

Can transformers be located in HVAC Rooms that are using the ceiling as a return plenum (no ducted return). I consulted 300.22(C)(2) but would like for someone to chime in on this if they have any experience in this area.

I spoke to a code reviewer and he said that it is only allowed if the material is listed for use in a plenum space and that he did not know of a transformer that has been listed for use in a plenum space. Does anyone know of any manufacturers who can provide a listed plenum use transformer?
