If I understand you correctly there is a Siemens "ventilated" dry type distribution transformer that someone has applied some fiberglass insulation 9ver the outside of the enclosure. If so some concluded that it would help to reduce the sound level.
Again, your inquiry is such as it causes a lot of reading between the lines. If someone added blanket insulation to the outside to reduce the sound level then the transformer is probably located in a office or other quiet area where and transformer noise would be noticeable. Like the term hot or cold noise is a relative term, noise bing measured in db@3m.
I would like to understand that the person who added the insulation did not cover or abstruct the ventilation openings,.

Custom transformers can be made with reduced sound levels but they still make some noise. In an area that is expected to be quiet any noise can be viewed as being loud.
