The proposed elevator is 208V, 3 phase. But the building electrical service is only 120/240V, 1 phase. How do I get service to elevator?

(a) an additional service
(b) a phase converter such as "roto-phase"
(c) possibly a variable frequency drive (depending on your specifics)
(d) a generator

A transformer will not create an additional phase, but simply change voltages.
