Can a 2x4 metal junction box be mounted to a transformer for the purpose of mounting an outlet?
This is in an industrial environment.

Boxes need to be rigidly supported to the surface or structure, (A) through (H) are the rules to be followed.
Between the listing requirements and 314, I do not see how one can support the box for devices by mounting to the transformer enclosure.

I would not mount a device onto a transformer, I would worry about the vibrations caused by the 60 cycle hum.
