transient voltage causes

Can someone please tell me what the main cause of transient voltages are. Also, once a building starts experiencing them, what is the best way to get rid of them. Would an Isolation XMFR at the main cure the problem?

There are many many causes of transient voltages.
Both internally and externally (before and after the main).
Ballasts are a common culprit, VFDs, photocopiers, printers, power supplies, lightening (near and far) animals, poor utility connections, close by big industry, Capacitor banks.
Need any more?
What kind of facility are you looking at?
There are also quite a few solutions to the problem depending on how wide spread you want to reduce the problem across the building.

How transient

How transient

capacitor switching
utility system faults
inrush from motor starting
transformer inrush
resonance
lightning

Ohm's law always applies. Any change in current will cause a change in voltage.

Get rid of not sure of. How to deal with, use a TVSS Receptacle.

Sorry to be rude, but that's like saying "Doctor, I'm sick. What's the main cause of illness?"

Rule #1: don't trust anyone who thinks they know the answer.

Use a scope! You could rent a data recorder.

Technically speaking, it's the other way 'round, but I know what you meant. ;)
