To answer the question, you would strip the romex just after the clamp. I've done this many times in basements, never been failed for it. As mentioned, if under 24" you don't need to worry about fill.

protective sleeves for cables have no fill requirements.

For actual raceways there is no ampacity adjustment required for less than 24 inches, fill wise you still have a 60% limit for these short raceways.

Take a look at 334.15(C). Granted that this is specifically stated for unfinished basements and crawl spaces but it could be used as a reference for a personal interpretation pertaining to an installation of a similar type not specifically in those locations.

When you install romex in conduit you have to count the widest dimension of the romex as if it was a round cable of that diameter . 2 --12/2 romex cables might be an overfill for the 3/4 pvc .
