Transport of hi-pressure cylinder in the workshop

We have a process that requires gas nitrogen to be added on weekly bases. This cylinder is in the vertical position with gauges attached on two wheel transport cart, stap on the cart. We do not remove the gauges or install the protective top when transporting the cylinder.

Under OSHA 1910.253 (b) (5) (ii) (D) It states: Unless cylinders are secured on a special truck, regulators shall be removed and valve-protection caps, when provided for, shall be put in place before cylinders are moved.

What criteria would ?Special truck? fall under? The cart that we are using is a standard cart with a strap.

If it is on its cart it is on the special truck. Now you can go above and beyond that and go ahead and place the cap on if you would like.

I agree with Muskie. You see welders running their carts with tanks all over job sites that are inspected by OSHA.
